From the section name, I think people would expect help on setting up audio/video (codecs) in the multimedia section. Isn't it?

Yes, there'll be audio/video codecs, when there'll be How-tos on it; but due to some sort of previous notions, burning CDs / DVDs have usually been related Audio and video content (though, not necessarily) and therefore included under Multimedia. Since, Kubuntu also puts in K3b, under multimedia, this section is suitable under Multimedia.
